| Major shift in Maoist policy |

KATHMANDU, Oct 21
The Communist Party of Nepal (Maoist) has reviewed its policy vis-ŕ-vis its killings, extortion and destruction of physical infrastructures, indicating that it is downscaling the intensity of its violence and destruction.
A statement issued here today by the Maoist supremo Prachanda, citing a recent politburo meeting held in an undisclosed location, said that the Maoists would not take physical action against party leaders and activists and low-rank military and police personnel.
The Maoists, according to the statement, would however try to convince the low rank military and police personnel to quit their jobs and involve themselves in the welfare of the people. In turn, the Maoists would take responsibility of the families of such personnel.
The statement further said that the party would preserve the VDC buildings, police posts, military barracks, telecom towers including all the physical infrastructures and natural heritage that is under their control. It, however, is silent about the infrastructures not under their control.
It also said that the party has adopted a policy of giving the accused the chance to defend themselves. The party would take action against the cadres, party leaders and spies of the old regime only if found guilty, the statement added.
The Maoists were under fire from civic society and rights groups among others for their brutal killings and destruction of physical infrastructures.
The statement also said that the party would not collect donations from the general public. However, the politburo meeting decided to impose a fixed amount of tax on the big businessmen, industrialists, and transport entrepreneurs including some organizations, according to the statement.
The Maoists have singled out the United States, stating that they would not spare any companies or organizations run by American ‘imperialists’. The meeting also appointed Krishna Bahadur Mahara, party politburo member as the party spokesperson.
The statement further added that the party decided to make a special review of their people’s and military struggle against the enemies and take the movement to a special height.
The politburo meeting also decided to constitute ethnic and regional governments in the rural areas. It also decided to make a formal appeal to India and China and others for support and co-operation.
The statement said that the Maoists would appeal to other countries to co-operate with their party, which represents peoples’ trust and is committed to democracy. The meeting unanimously endorsed a political proposal presented by the party supremo Prachanda. …Source: TKP |
